September 24, 2009 Blair Hills Association Meeting

Meeting was called to order at 7:00 PM by Vice-President Bilson Davis. No minutes of last meeting were made available. Rosalie Kirsch will take notes for this meeting. Mary Ann Greene will accept the office of Secretary for future meetings.

Rabbi Goldberg, the head and owner of this school ( OHR Eliyahu ) told us that since their new school facility isn’t ready yet, they will be using this facility through January 2010. Therefore all residents can expect Thanksgiving pies again this year. He also reported that the Balwin Hills Conservancy is interested in purchasing the property, and that process is in negotiation.

Bilson reminded us that since there are 14 items on the agenda and we must vacate by 9:00, he requested that time for each item be limited to 15 minutes.

Since Mary Ann Greene is our Blair Hills representative to the Boards of the first three items on the agenda, she made the reports for the first three agenda items.

BALDWIN HILLS CONSERVANCY REPORT:

Conservancy’s offer to buy the Blair Hills School property is going well, but when the State buys the property there are several necessary steps to go through.

REGIONAL PLANNING COMMUNITY ADVISORY REPORT:

Major topic is the Community Standards District ordinance. Culver City is not subject to its limitations, but is also not accorded its protection. This is because it pertains only to the county area. County health is initiating a health survey scheduled to be completed some time in 20120. At the Culver City Council meeting it was discovered that PXP has applied for 3 wells that are in the Blair Hills area, between the school and the scenic overlook! We need to be concerned about the impact on our community (health, property values, etc.)The Council extended its moratorium against drilling, to the consternation of PXP. “Our City Council stood tall on this issue!)

REPORT ON OIL DRILLING:

Is your home in Danger of Subsidence/Sliding/Separating? There are reports of major damage to homes in Windsor Hills due to subsidence and uplift. They have formed a 501c3 and filed suit against PXP. Blair Hills is being asked to help financially with this. The board needs to discuss this at their next meeting.

WELCOME NEW NEIGHBORS:

Bilson introduced the only new neighbor present, Barbara Carson, and presented her with a lovely plant.

BLAIR HILLS ASSOCIATION PHONE LIST AND NEWS LETTER REPORT Bobbie Gold

Reported that $10 annual dues have been and are being collected by Block Captains. Since dues collection is a huge chore, we are being asked to pay two years dues ($20) at this time if possible. When all dues have been collected and turned in to treasurer Ellen Greif the new Blair Hills Directory will be prepared, hopefully by the end of the year. Directory will be in two forms, one listed in alphabetical order by last names of all residents, and another listed in order by street names. Although lists will include all names given to the block captains, the lists will be distributed only to those households where dues have been paid.

DISCUSSION-CANDIDATES FORUM FOR SCHOOL BOARD:

Bilson requested the group’s decision regarding invitations to all candidate to come and speak to us. The decision being positive. Bilson and our President, Michael Colby (who was able to join us at this time) will arrange for a date that is clear for the candidates, the school site, and, hopefully a date that doesn’t conflict with other school events. (Tonight’s meeting was inadvertently scheduled for the same night as open house for the Junior High School.) Names suggested to moderate this meeting were Jon Melvin, Mason Frazier, Karen Richter, and Crystal Alexander. Bilson will make the necessary calls to arrange for this meeting.

MEASURE EE REPORT:

Saundra Davis stressed the importance of this measure and gave each of us a copy of the Brochure about it, a printout of the materials on the Culver City Website, and a sheet listing our opportunities to help this measure pass. She then collected the sheets to be given to the committee handling this matter.

UPDATED MAILING AND EMAIL LIST:

Bobbie explained that Jon Melvin is in charge of the emails. He has two lists, an announcement list for people who only want to be emailed regarding upcoming Blair Hills Meetings, and another list for people who want to notify and be notified about meetings and also other matters of importance to Blair Hills residents. If you are not on his list, contact him. Also, mailing lists are taken from the directory, which, as previously stated, will be updated soon.

NEW BUSINESS-Open to the floor: Annie Wilson reported that dogs are ruining herlawn. Some are stray dogs, and some are with owners who do not pick up after them. She was told that Culver City now has an animal services officer and that people having problems with animals should contact Stephanie Yarbro at 310 253-6143.

Cheri Sakai reported that, since some of the dogs belong to residents of the apartments the apartment manager should be contacted for this or any other problems. The apartment manager is Kaytee Seabury, 3914 Lenawee, Apt 22, phone, 323 870 8891. Annie Wilson also mentioned the terrible trash that has collected near the Blair Hills entrance on La Cienega. It was suggested that our Beautification committee be informed for action on this.

Cheri Sakai suggested that our new directories include the information about our officers and committee chairpersons, and the apartment manager so that it is readily available.

HOW OFTEN SHOULD WE MEET AND WHEN WILL WE HAVE THE NEXT MEETING?

Mim Shapiro told us that in the past meetings were held monthly and that the board met and planned each meeting. After discussion it was decided that Association Meetings be called when the board determines the need, based sometimes on input from the residents. Also that our President Michael Colby and our other officers Bilson Davis, Vice President, and Treasurer Ellen Greif, meet at the conclusion of tonight’s meeting to plan their next meeting.

DAVID PULSIPHER-CULVER CITY BICYCLE 7 PEDESTRIAN INITIATIVE:

Since Mr. Pulsipher was not present, Mim Shapiro told us a little of bike path history. She also told us she had worked with Ballona Creek Association that did Outreach for the Pedestrian Bridge that crosses the creek, and that BCR has recently been given a grant to add a native plant garden on the property of the middle school next to the creek bikepath.
